Bug Fix: Dock responds properly to blocking regardless of whether user is selected

Update: Userplane Service Interruption on 9/12/2005
We have received a report from the building that houses our datacenter. Here is what happened (all times PST):
- At 12:35 PM the city power was lost, UPS immediately took over and by 12:38 PM all 5 generators were online.
- At 12:55 PM generator #5 blew a head gasket causing a shutdown. This generator has had all manufacturer recommended preventative maintenance. Therefore it failure should be considered an anomaly that could not have been forseen or anticipated. Since the system was designed to run on 4 generators, there was not service interruption.
- At 1:07 PM generator #4 failed because of an over speed condition. This is likely caused by a problem in the control system. We are waiting to hear from the generator vendor as to whether all preventative maintenance was completed. Within a few minutes, all generators were offline since the load was too much for the remaining 3. UPS immediately took over
- At 1:20 PM the building's UPS system shut down.
It seems that that this complete failure is the result of 3 very rare failures. The building is going to be doing a potential redesign of the system and we are also determining if there is a need to move our data center to a new location.
